Sale of ARA Jute Mills Ltd. without tender

Mostafizur Rahman, Sarishabari: Thousands of complaints from jute mill officials, employees, traders, workers and conscious quarters that the government has been deprived of hundreds of crores of Tk in revenue by selling ARA Jute Mills Ltd. located in the heart of Jamalpur`s SarishabariMunicipality on a night basis without tender.

According to the officials, employees, traders and workers of ARA Jute Mills Ltd., there are 280 workers, 40 staff, 1064 spindles, 1100 MT production completed (3 shifts), 2 raw jute mills inside the mill.  Finish Goods Godown 2, Factory Area Land 16.08 Areas, Power House 1, Workshop 1, Pin Shop 1, Quality Control 1, Mill Store 4, Bungalow 1, GM Bangalow 1, PM Quarter 1, Engineer  There is a valuable tree including 1 quartar, 1 jute parser and 1 mosque.

The ARA Jute Mills was occupied by the International Trading Company (Pakistan) Ltd. during the Pak-India war in 1965. The International Trading Company left Pakistan Ltd. for India in 1961, including the land mentioned above.  Pursuant to S. R. No. 1046 (Chuck) / 6, the then Government of Pakistan included enemy property in the original gazette.  Thereafter, the Government of Bangladesh transferred and sold the land to 14 other companies along with Trade Trading Corporation Ltd. Dhaka on 10-6-63 as per letter No. IM 438/73A 2/31.

While the said Trading Corporation Limited was in possession, on 30/01/71, through a public auction, Messrs. ARA handed over 307 documents to Jute Mills Limited in exchange for Rs. 26,04,200.  The condition of the auction is that the property cannot be sold, transferred or dissolved without the development and expansion of the industrial plant.  It is mentioned that Trading Corporation Limited is sold through public auction.

Without selling the same property through public auction, the Sarishabari Sub-Registry Office on the basis of night accepted the submission of the documents of the donor without authority and for the registry by abusing the corrupt powers of the Sarishabari Sub-Registrar.  It is further mentioned that on 24/03/2021 at 10:45 pm, Sarishabari ARA Jute Mills Ltd. had a property, establishment, factory and land worth Tk 1000 crore without any authority.  Anwar Hossain, Father late  Azhar Ali Khan, Mother, Mrs. Rumana Begum, Village-Shimla Bazar, Sarishabari, Jamalpur, has bought this property.

 Sarishabari Sub-Registrar Bilkis Ara as well as Office Assistant Chief Md. Mostafizur Rahman Musa is directly involved in the sales process.  Kamal Hossain (Certificate No. 41), SR Office Sarishabari, Shahjahan Ali Talukder (Certificate No. 56), Faruk Hossain (Certificate No. 41), members of the Syndicate Bhai-Bhai Organized Syndicate of Sarishabari Sub-Registrar`s Office  -8), Alamgir Hossain (Certificate No. 57) SR Office Sarishabari Individuals completed the sale process through the said document No. 1913, 1914, 1915, 1917, 1918, 1918, 1919.

Property worth thousands of crores has been shown to be worth 15 crores.  Due to that, the government of Bangladesh i.e. the people have been deprived of receiving revenue of around Tk. 100 crore.  The absence of the movable and immovable property described in it will be detected only if the deed of handing over in the public auction and the deed of handing over in the night.
