Dr. Muhammad Mahtab Hossain Mazed: Today is World Population Day. Since the onset of the Corona (Covid-19) epidemic, healthcare has collapsed.After the world`s population reached 500 billion on July 11, 1987, the issue of observing World Population Day was finalized at a meeting of high-level government delegates from 90 countries.The UN General Assembly wholeheartedly accepted the proposal put forward by the UNDP Governing Council. Since then, considering the importance of population problem and management development, every year since 1990, July 21, 2021 will be celebrated as World Population Day with special importance by setting a specific theme. Although the National Population Policy 2012 was formulated in Bangladesh, the desired population plan did not come to the fore. According to the United Nations Population Fund (UNFPA) data for 2019, the current population of Bangladesh is 16 crore 81 lakhs. The average life expectancy is 73 years. Population growth rate is 1.1 percent. In 50 years, the country`s population has increased by 10 crore 47 lakh. According to a UN report published on June 17, 2019, the current population of the world is 60 crore. By adding another 200 crores in the next 30 years, the total population will be 970 crores by 2050. Other figures from the United Nations Population Fund show that the world`s population was 100 million in 1804, 200 million in 1927, 300 million in 1959, 400 million in 1974, 500 million in 1987and 600 million in 1999. In 2011, the world`s population reached 700 million. If the population continues to grow at this rate, this number will increase to about one trillion by 2050 and by the end of this century .it will reach one thousand 100 crore by 2100 crore. Food shortages once played an indirect role in population control. Again, the agrarian revolution has played a role in the rapid growth of the population. Due to the development of technology and increase in production, food security is not a problem for all people. The problem is the exclusive dominance of the existing discriminatory and capitalist economy. This often results in wastage due to lack of stockpiling of excess products. The frustration is that even the surplus food does not reach the food-deprived people properly. On the other hand, global warming is on the rise due to unplanned urbanization and the negative effects of climate change. At the same time, ethnic conflicts, conflicts, forced migration and the spread of influence around the world are creating new problems.

Population growth rate: -Bahrain currently has the highest population growth rate. Also on the list of fastest growing countries are Niger, Guyana, Oman, Uganda, Maldives, Angola, Congo, Burundi and Chad.Countries with declining population: -Lithuania`s population growth rate in the last five years is minus 1.48 percent. Latvia minus 1.15 percent, Venezuela minus 1.13 percent. , Bosnia and Herzegovina minus 0.89 percent and Bulgaria minus 0.71 percent. According to the Department of Family Planning, the country`s current population growth rate is 1.1 percent.37 percent. The under-one mortality rate (per thousand live births) is 18 and the maternal mortality rate is 1.69 percent. Of the able-bodied couples, 7.96per cent currently adopt family planning. They have no role even in having children after marriage. Due to all these, on the one hand, child marriage, childbearing, maternal mortality, neonatal death, etc., are hindering the achievement of targets. On the other hand, it is a clear violation of human rights.

The first international conference on human rights 52 years ago recognized family planning as a fundamental human right. Article 2542 (19) of the Memorandum of Understanding of the United Nations General Assembly in 1969 states that parents shall decide on the adoption and termination of children freely and independently. Article 6 of the Declaration of the International Conference on Population and Development, held in Cairo in 1994, states that the number of children is the right of the individual to take a break between two children. Population is one of the few basic elements of a state. And this population is a resource for one country and a burden for another. In many countries, overpopulation is considered a burden rather than an asset. However, if the additional population can be made efficient through contemporary technology and advanced education system, it can be turned into an asset. Looking at different countries of the world, it is seen that malnutrition, adequate education opportunities, unemployment, inadequacy of medical services are at the root of overpopulation. And keeping these issues in mind, the main purpose of celebrating the day is to make everyone aware of the population issues and to try to solve them seriously. According to the World Health Organization, 250 babies are born every minute in the world. States that see this population as a burden are trying to control population growth. But with the population problem, There is also some global debate. According to many, the limited resources of the world can accommodate a maximum of 250 to 300 crore people. According to them, the population should be gradually reduced. Many experts believe that it is possible to meet the needs of the growing population through increased food production and improved distribution system. China, plagued by population problems, is trying to reduce its population through a one-child policy. Again, some countries have adopted a reverse growth policy due to the negative population growth rate. This trend of global population growth is not very long ago. Basically, the agrarian revolution has played a leading role in rapid population growth. Earlier, food shortages indirectly controlled the population. In recent times, global warming has been increasing due to urbanization, deforestation, and the negative effects of climate change. At the same time, natural and man-made disasters are on the rise. At the same time, there are ethnic conflicts and conflicts around the world due to various reasons such as displacement and forced migration. Women and children are most at risk from these disasters and conflicts. And considering these aspects, whatever the positive or negative rate of the world`s population, it can be expected to bring welfare to the world.
