The latest issue of Qiushi Journal, released on Tuesday, has published an important article by Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, President of China, and Chairman of the Central Military Commission, titled “Expanding Domestic Demand Is a Strategic Move.” The article brings together Xi’s major remarks made between October 2015 and October 2025.

The article notes that expanding domestic demand is closely linked to both economic stability and economic security, and constitutes a strategic policy choice. Implementing a strategy to boost domestic demand is essential for sustaining the long-term, healthy, and high-quality development of the Chinese economy, as well as for meeting people’s growing aspirations for a better life. It stresses the need to remove constraints on domestic demand—particularly on consumption—so that domestic demand can become the primary driver of economic growth and a key anchor of economic stability.

The article further emphasizes that the core advantage of China’s domestic economy lies in internal circulation. China should rely more on the domestic market across all stages—production, distribution, circulation, and consumption—to form a sound and efficient economic cycle. Expanding domestic demand and opening up to the outside world are not contradictory, the article notes. The smoother the internal circulation, the stronger its attraction to global resources and production factors. This, in turn, will help create a new development paradigm in which domestic and international circulations reinforce each other, with the domestic cycle as the mainstay, and generate new advantages in international competition and cooperation.

The article also points out that the most prominent challenge facing current economic operations is insufficient overall demand. It calls for the swift establishment of a comprehensive domestic demand system, the expansion of employment, improvement of social security, optimization of the income distribution structure, enhancement and expansion of the investment system, deeper supply-side structural reform, and continuous improvement of people’s livelihoods.
