Dismissed GCC mayor could face charges of irregularities and corruption

Staff Correspondent: Gazipur City Corporation`s sacked mayor Advocate Jahangir Alam may be caught in the act of opening a fake account and embezzling crores of Taka for various irregularities and corruption. An investigation has already been launched into various allegations against him. The investigation committee has started the work of collecting various information and evidences including on-the-spot inspection. He is also accused of embezzling crores of Taka through non-payment of compensation to the victims, withdrawal of crores of Taka through fake RFQ bills, making fake bill vouchers for World Ijtema works, illegal transactions, giving grants outside the district and embezzling money in various ways.

Serious allegations have been leveled against Advt Jahangir Alam that he had personally opened an account in the name of Gazipur City Corporation and embezzled around Tk 2 crore 60 lakh 25 thousand.

According to a source in GCC, Jahangir Alam secretly opened an account in the local Konabari branch of Premier Bank in the name of Gazipur City Corporation on February 25, 2020 without the decision of the council. Whose current account number is 03511100000578, where Jahangir Alam`s personal mobile number has also been used for communication. The bank closed the account on March 3 last year, citing document errors.

On 25-02-2020, on the same day the account was opened, a pay-order of Tk. 40 lakh 25 thousand and another pay-order of Tk 50 lakh was submitted on the same day. Besides, on 27-02-2020, two separate pay-orders of 16 lakh 55 thousand 405 taka, on 29-07-2020, two separate pay-orders of 85 lakh and 67 lakh 44 thousand 590 taka were submitted.

In this account number, which lasts for about 1 year and 3 days, a total pay-order of Tk 2 crore sixty lakh twenty four thousand nine hundred ninety nine Taka 50 paisa (26024999.50) On the other hand, from this account, former mayor Jahangir Alam paid Tk 50 lakh to one Shamim Hossain on 29-02-2020 through check no 9332827.

When contacted, Premier Bank`s Konabari branch manager M Morshed Khan said, "I was not working in this branch when the account was opened and closed." The previous manager will be able to say better about this. When the then manager Md. Motalib Hossain was contacted in this regard, he said that if we want to know whether there is a copy of the resolution of the monthly meeting of the council regarding the management of the account by Mayor Jahangir Saheb alone, the mayor said. But later, due to the Corona situation, the mayor resorted to unnecessary delay on various excuses including not holding the monthly meeting of the council. I went to his house and office more than once for resolution. After trying for a long time but not getting the resolution, we were finally forced to close the account. And during this time more than 2 crore 80 lakh Taka was transacted, which also became a cause of danger for the bank authorities. When contacted, the suspended mayor Jahangir Alam said, "I did not open the account, it is another conspiracy against me." Those who have taken out tape recordings against me, made videos, secretly done many things, may have set up this bank account with my name, photo, voter ID and fake signature to trap me. Although Jahangir Alam denied opening the account, Ispahani Food Ltd, the first pay-order taker of Tk. 40.25 lakh, to the account number, told Golam Rabbani Muslim Times, the company`s human resources worker, that they were pressured to approve the factory layout plan and impose fines. This money is collected in name. He further said, "I personally met the then mayor Jahangir Alam at Nagar Bhaban with the pay-order and at that time he (Jahangir Alam) received the pay-order with the help of an accounting officer."

Meanwhile, the local government ministry has started a formal investigation into allegations of irregularities and corruption against sacked mayor Jahangir Alam since last Tuesday. A three-member investigation committee headed by Additional Secretary of the Urban Development Nuclear Division of the Ministry of Local Government Mustakim Billah Farooqui visited Gazipur Nagar Bhavan on Tuesday and collected information on various important documents. The members of the investigation committee also visited several roads in the city and spoke to the owners of the damaged houses on both sides of the road. The head of the inquiry committee, Mustaqim Billah Farooqui, said, "We have started an investigation into various irregularities and corruption against the sacked mayor Jahangir Alam.

It may be mentioned that the Central Committee expelled Jahangir Alam, General Secretary of Gazipur Metropolitan Awami League from the party for the first term on the charge of insulting the great war of liberation and Bangabandhu. Later, the Ministry of Local Government suspended him from the post of mayor through a notification for various irregularities and at the same time the Ministry of Local Government appointed Md. Asadur Rahman Kiran as the acting mayor of Gazipur City Corporation.
