  China Offering a New Vision for Global Governance: Cuban Researcher

International Desk: Cuban researcher Eduardo Regalado Florido has said that China’s governance philosophy could serve as a “beacon” for global governance, highlighting its emphasis on people-centered development, sustainable administration, and respect for national sovereignty.

In a recent article published on a Spain-based China policy observation website titled “China’s Correct View of Administrative Performance: Theory, Practice and Its Significance for Latin America,” Florido wrote that the Communist Party of China (CPC) places strong importance on developing and implementing what it calls a “correct view of administrative performance.”

According to the article, the concept aims to ensure that governance and public administration remain aligned with the fundamental interests of the people, follow scientific principles, and support sustainable development.

Florido noted that this governance approach has not only proven effective within China’s domestic administration but is also emerging as a valuable reference point for global governance systems.

The article stated that under this framework, China encourages greater government investment in public welfare, social services, technological innovation, and environmental protection. It also prioritizes addressing people’s basic needs such as healthcare, education, and housing through public policy initiatives.

The researcher further observed that the concept has been integrated into China’s official training system for government administrators to help cultivate future leadership with a people-oriented and long-term governance perspective.

The article emphasized that China also applies this governance philosophy in international cooperation, particularly through the Belt and Road Initiative and South-South cooperation mechanisms.

According to Florido, China consistently maintains that international cooperation should be conducted with full respect for national sovereignty and tailored to each country’s specific realities and development needs. He added that China opposes imposing political conditions or external pressure on partner countries.

The same principles, the article argued, are reflected both in China’s domestic governance and foreign policy approach.

Florido concluded that China’s “correct view of administrative performance” offers a new perspective for global governance by promoting a people-centered model that respects national conditions, prioritizes long-term administrative effectiveness, and seeks sustainable outcomes.

He suggested that Latin American countries and China could further encourage local adaptation of these ideas through equal dialogue and cooperation, contributing to the development of a more just and balanced international order.
