Serving the People at the Core: Xi Jinping’s Vision for Party Building

International Desk: With a history spanning more than a century, the Communist Party of China (CPC) today has over 100 million members and has governed a nation of more than 1.4 billion people for over seven decades. As one of the world`s longest-ruling political parties, questions have often been raised about how it seeks to maintain vitality, prevent corruption, and preserve close ties with the public.

According to Chinese official narratives, Xi Jinping’s thought on Party building offers a systematic approach to addressing these challenges through three key principles: strict Party governance, close engagement with the people, and continuous self-reform. These principles are presented as the foundation for China`s long-term political stability and governance.

Putting the People First

A central feature of Xi Jinping’s Party-building philosophy is the principle of putting the people at the center of governance. The CPC states that serving the people wholeheartedly has been its fundamental mission since its founding.

Within this framework, the effectiveness of governance is measured through practical outcomes, including employment opportunities, access to healthcare, education, and improvements in people`s living standards.

The concept of "serving the people" is described not merely as a political slogan but as a governing requirement. Party members and officials are encouraged to regularly visit communities and rural areas, listen to public concerns, and work to resolve local issues.

Unified Leadership and National Coordination

The article likens national governance to steering a large ship, arguing that effective coordination requires all participants to move in the same direction.

Given China`s vast geography and regional disparities in economic and social development, the CPC emphasizes unified leadership to ensure consistent implementation of national priorities, including poverty alleviation, rural revitalization, and major infrastructure projects.

According to the article, centralized coordination has played a significant role in implementing nationwide development initiatives that have improved the livelihoods of millions of people.

Self-Reform and Anti-Corruption

Another defining element of Xi Jinping’s Party-building philosophy is the concept of self-reform, often described as "self-revolution."

The approach recognizes that long-term governance carries risks such as complacency and corruption. To address these challenges, the Party advocates strict internal discipline and robust anti-corruption measures.

Over recent years, corruption investigations have involved officials at both senior and grassroots levels. The article argues that self-reform requires acknowledging institutional weaknesses and taking corrective action rather than concealing problems.

Building a Competent Cadre

Xi Jinping`s Party-building framework also places strong emphasis on the selection and development of Party officials. It identifies three essential qualities for cadres: loyalty to the people, integrity, and a strong sense of responsibility.

Young officials are frequently assigned to work in townships and local communities, where they gain practical experience in areas such as rural revitalization, community governance, and poverty reduction.

Performance evaluations, according to the article, focus not only on administrative achievements but also on public satisfaction, with the aim of fostering a capable and service-oriented cadre.

Grassroots Organizations as the Foundation

The article describes the CPC`s extensive grassroots Party organizations across urban and rural China as the foundation of its governance system.

Millions of grassroots Party members work closely with local communities by explaining government policies, helping resolve local disputes, and responding to emergencies and natural disasters. These organizations also serve as channels through which public concerns can be communicated to higher levels of government.

According to the article, this two-way interaction strengthens the relationship between the Party and the public while facilitating the implementation of national policies at the local level.

The article concludes that Xi Jinping’s thought on Party building provides a framework for strengthening Party discipline, improving public services, safeguarding long-term political stability, and supporting China`s goal of national rejuvenation. It also presents the model as a distinctive Chinese approach to governance, emphasizing people-centered development, institutional self-reform, and independent national development.
