Online Report : Law, Justice and Parliamentary Affairs Adviser Dr Asif Nazrul has said that the next government will find it difficult to ignore the people’s demand for reforms, given the sacrifices made in recent times.

“The incoming government will assume office after the martyrdom of over a thousand people and the severe injuries, including loss of limbs, suffered by thousands more,” said Dr Nazrul. “Such suffering and sacrifice have never been endured by the people of Bangladesh for the cause of reform or state rebuilding. It will not be easy to dismiss their expectations.”

He made the remarks while speaking as chief guest at a view-exchange meeting on the publication of the first draft of the Government Attorney Service Ordinance, 2025, held at Judicial Administration Training Institute (JATI) in Dhaka.

The event was attended by several high-profile figures, including Industries Adviser Adilur Rahman Khan, Chief Prosecutor of the International Crimes Tribunal (ICT) Muhammad Tajul Islam, Law and Justice Division Secretary Sheikh Abu Taher, Additional Attorney Generals Mohammad Arshadur Rouf and Aneek Rushd Haque and US Embassy Resident Legal Advisor Rahul Kale.

Other participants included Home Ministry`s Special Prosecutorial Assistant Ehsanul Haque Somaji, Supreme Court lawyers Barrister Ruhul Quddus Kazal, Dr Sharif Bhuiyan, Barrister Tanim Hossain Shawan, BGB Public Prosecutor Md Borhan Uddin, and Dhaka District and Sessions Judge Court Public Prosecutor Md Iqbal Hossain.

Deputy Solicitor of the Law and Justice Division, Dr Aminul Islam, presented the draft ordinance and addressed questions from attendees.

Highlighting the need for a structured and professional government prosecution service, Dr Nazrul said that while a similar ordinance was enacted in 2008, it ultimately failed.

“We’ve tried to identify the reasons behind its failure. In my view, the 2008 ordinance was too ambitious,” he said. “This time, we are taking a more measured approach. While political neutrality is ideal, in our context, some level of political oversight is unavoidable. Incremental reform is the more practical path forward.”

Dr Nazrul also reflected on missed opportunities for systemic reform in Bangladesh’s history—particularly after the country’s independence in 1971 and again following the restoration of democracy in 1991.

“If we fail to act now to repair state institutions, uphold the rule of law, and protect human rights, we may not get another opportunity for a long time,” he warned.
