  Foreign Ministry to strengthen support for garment buying houses

Special Correspondent: The Ministry of Foreign Affairs has pledged to strengthen support for Bangladesh’s garment buying houses and Bangladesh Missions abroad to help exporters access new international markets, connect with more buyers and bring smaller manufacturers into global supply chains.
The commitment came at a meeting between State Minister for Foreign Affairs Shama Obaed Islam, MP, and the leadership of the Bangladesh Garment Buying House Association (BGBA) at the Ministry of Foreign Affairs in Dhaka on Monday.

The BGBA leaders briefed the State Minister on the role of buying houses and liaison offices as a commercial bridge between international buyers and Bangladeshi manufacturers.

They discussed ways the Foreign Ministry and Bangladesh Missions abroad could help place more Bangladeshi products in international supply chains, while exploring new markets and expanding existing ones.

The association stressed that Bangladesh’s export growth should not depend only on increasing shipments of existing products. It called for developing new products and commercial channels and creating greater opportunities for small and medium-sized manufacturers to reach international buyers.

The meeting also discussed the possibility of establishing incubator communities and innovative sourcing channels to help local producers meet international standards on quality, documentation, compliance and delivery. These initiatives could subsequently connect manufacturers with buyers identified through buying houses and Bangladesh Missions.

The BGBA sought the Ministry’s assistance in facilitating business visas for its members travelling abroad for buyer meetings, trade fairs and market development activities. It also requested visa facilitation for genuine foreign buyers visiting Bangladesh for sourcing, factory inspections and order finalisation.

The association further called for a stronger role for Commercial Counsellors at Bangladesh Missions in identifying buyers, arranging business introductions, providing follow-up support and helping resolve trade-related difficulties.

The BGBA leadership also proposed opening dialogue with neighbouring countries to expand regional sourcing and address non-tariff and para-tariff barriers that increase costs and cause delays.

It sought support for building and strengthening Bangladeshi business communities in host countries, allowing diaspora chambers and merchant networks to work more closely with Bangladesh Missions as regular platforms for business introductions.

The association showed particular interest in expanding commercial engagement with Balkan countries, Poland and Romania, in addition to Bangladesh’s existing export destinations. Issues concerning payment and supply arrangements with the Russian Federation were also raised for consideration by the relevant authorities in coordination with the Foreign Ministry.

In response, State Minister Shama Obaed asked the association to clearly identify its priority markets, including target countries, product categories, types of buyers and the specific assistance required from individual Bangladesh Missions.

She also stressed the need for a seamless communication channel between the BGBA, the Foreign Ministry and commercial sections of Bangladesh Missions so that businesses know whom to contact, what assistance is available and when they can expect a response.

According to the State Minister, a regular communication mechanism with designated counterparts could help businesses better plan overseas travel, product samples, trade fairs and buyer visits.

She emphasised that small businesses and investment should receive particular attention.

Buying houses already handle a significant portion of Bangladesh’s garment trade, she said, adding that their future role should also include opening international market opportunities for smaller producers and facilitating modest investments and representative business presence in target markets.

The Foreign Ministry’s International Trade, Investment and Technology Wing will establish a dedicated communication line with the BGBA and seek a short note from the association identifying its target countries and priorities.

Relevant Bangladesh Missions will subsequently be tasked with taking appropriate initiatives based on the information provided.

The Ministry will also pursue visa facilitation for BGBA members and bona fide commercial buyers with the relevant authorities.

The proposed incubator-community initiative will initially be examined as a focused pilot rather than through the creation of a new institution.

The meeting comes at a time when Bangladesh is seeking to diversify its export markets and strengthen economic diplomacy. For the country’s garment sector, closer coordination between exporters, buying houses and Bangladesh Missions could help turn diplomatic networks into practical business opportunities, particularly for smaller manufacturers seeking access to global markets.
