Malaysia-bound workers’ medical tests to begin Oct 31 under tighter safeguards

Dhaka seeks to protect migrant workers through approved medical centres, stricter recruitment oversight and closer cooperation with Malaysian authorities

MM Rahmatullah: Bangladesh is set to introduce a new round of mandatory medical examinations for workers seeking employment in Malaysia from October 31, reinforcing efforts to ensure safe, transparent and orderly overseas recruitment.

The Ministry of Expatriates’ Welfare and Overseas Employment announced the decision at a press conference on Wednesday, October 28, stressing that medical examinations conducted before the effective date will not be accepted for immigration clearance or visa purposes.

The initiative places renewed emphasis on protecting prospective migrant workers from fraudulent recruitment practices and ensuring that medical screening follows officially approved procedures. It also highlights the importance of effective coordination between Bangladesh’s migration authorities and the Malaysian High Commission in Dhaka in facilitating legitimate labour mobility.

According to the ministry, medical examinations must be conducted exclusively at centres approved by the Bangladesh government. A list of authorised facilities will be published on the ministry’s website shortly, and workers have been advised to check the list before making appointments or paying for examinations.

The list may be revised at any time, with medical centres added or removed depending on their capacity and compliance with government instructions.

The ministry has made it clear that any medical examination conducted before October 31 will not be valid for the relevant immigration clearance or visa process. Medical centres or recruiting agencies attempting to conduct examinations without prior government approval will be considered in violation of the rules.

The announcement is particularly significant for Bangladeshi workers who view Malaysia as an important overseas employment destination. For many families, migration offers an opportunity to improve household incomes, finance children`s education and build long-term financial security. However, unauthorised intermediaries and misleading promises can expose prospective workers to financial losses and uncertainty.

The ministry has therefore warned workers against falling victim to brokers or agencies offering medical examinations through unauthorised facilities. They have also been advised not to hand over passports or money to unapproved operators.

Strict action may be taken against medical centres and recruiting agencies that violate the rules. The possible penalties include suspension of operations, suspension of recruitment activities and cancellation of licences.

The ministry has also instructed agencies applying for clearance from the Bureau of Manpower, Employment and Training (BMET) to submit copies of the relevant VDR visa documents alongside medical reports issued by approved centres, until further instructions are issued.

The requirement is intended to ensure that medical screening and visa-related documentation are properly aligned before workers proceed with the recruitment and clearance process.

The new requirements underscore the importance of cooperation between the governments of Bangladesh and Malaysia in maintaining a credible and worker-friendly recruitment system.

The Malaysia High Commission in Dhaka is an important diplomatic channel for bilateral engagement on consular matters, labour mobility and the welfare of Bangladeshi nationals seeking employment in Malaysia. Continued communication between the two countries can help clarify procedural requirements, reduce confusion among prospective workers and support legitimate recruitment.

However, the announcement of the October 31 medical-testing schedule was made by Bangladesh`s expatriates` welfare ministry. No separate statement from the Malaysian High Commission confirming its direct involvement in the new arrangement was included in the information released by the ministry.

For prospective workers, the immediate priority is to follow the official instructions, verify the status of medical centres through the ministry`s website and ensure that their documents are in order before proceeding.

The ministry has also urged the public to report suspected attempts by brokers or unscrupulous operators to arrange unauthorised medical examinations. Evidence of such activities may be sent to secretary@probashi.gov.bd.

It has pledged continued monitoring to protect workers` interests and prevent irregularities throughout the process.

The effectiveness of the new arrangement will ultimately depend on clear communication, consistent enforcement and cooperation among government agencies, authorised recruitment operators and the relevant Malaysian authorities.

For Bangladesh, where overseas employment remains an important source of household income and foreign exchange, a transparent recruitment process can help reduce unnecessary costs, protect workers from exploitation and strengthen confidence in the country`s labour migration system.

For workers preparing to travel to Malaysia, the message is straightforward: verify first, use only authorised medical centres and follow official instructions before making payments or handing over important documents.
