| International Desk: Chinese President Xi Jinping delivered an important speech on the morning of January 12 in Beijing at the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC). Xi stressed the need to uphold and strengthen the Party’s overall leadership, calling for higher standards and more effective measures to ensure full and strict governance of the CPC. He emphasized the resolute implementation of major decisions and strategic arrangements made by the CPC Central Committee, the establishment of more scientific and effective mechanisms to regulate the exercise of power, and the sustained intensification of anti-corruption efforts to provide a solid guarantee for achieving the tasks and goals of the 15th Five-Year Plan period. Addressing the session, Xi noted that in 2025 the CPC has continued to advance its anti-corruption campaign in depth and achieved notable results. These efforts, he said, have effectively ensured the implementation of key decisions and deployments of the Party Central Committee. The campaign has focused on rectifying misconduct and corruption that directly affect the public and on eliminating the breeding ground and conditions for corruption. Xi further underscored that during the 15th Five-Year Plan period, China must promote high-quality development, accelerate the building of a new development paradigm, and foster a modern industrial system. He also called for the development of new quality productive forces tailored to local conditions, the establishment of a unified national market, the expansion of high-standard opening-up, the firm promotion of common prosperity for all, and sustained efforts to prevent people from falling back into poverty. The Chinese president also highlighted that the CPC’s capacity for “self-reform” or “self-revolution” is fundamentally centered on the regulation of power. Keeping power within an institutional “cage,” he said, is a key task of exercising full and rigorous self-governance of the Party in the new era. Corruption, Xi warned, remains a major obstacle on China’s path of development and progress, and the fight against it is a critical battle that must not—and cannot—be lost.
