Why “Strategic Resolve” Matters in China’s Diplomacy

International: Chinese President Xi Jinping recently held a series of meetings at the Great Hall of the People in Beijing with Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi of the United Arab Emirates; Spanish Prime Minister Pedro Sánchez; Russian Foreign Minister Sergey Lavrov; and To Lam, General Secretary of the Communist Party of Vietnam and President of Vietnam.

During these engagements, Xi repeatedly emphasized the concept of “strategic resolve,” underscoring its importance in advancing bilateral relations and addressing global challenges.

On the morning of April 15, a series of state events were held in honor of Vietnam’s top leader To Lam. Xi once remarked that leaders of the two parties and countries should maintain close exchanges “as relatives do.” To Lam, elected as Vietnam’s president on April 7, announced his China visit just two days later. This marks his first visit to China both as head of state and as General Secretary following the 14th National Congress of the Communist Party of Vietnam.

At the start of their talks, Xi noted that To Lam’s prompt visit after assuming office reflects the high importance Vietnam attaches to relations with China. The Vietnamese delegation, comprising nine Politburo members and around 40 ministerial-level officials covering sectors such as justice, finance, industry and trade, agriculture and environment, and construction, highlights Vietnam’s strong commitment to deepening bilateral cooperation.

This year marks the beginning of China’s 15th Five-Year Plan and a key phase for Vietnam in implementing the outcomes of its 14th Party Congress. The timing and scale of the visit signal Vietnam’s strong willingness to enhance cooperation.

More than 300 young representatives from both countries attended related events, drawing particular attention. During Xi’s visit to Vietnam last year, the two leaders jointly launched the “Red Study Tour” program. Within a year, over 1,000 Vietnamese youths visited cities including Beijing, Shanghai, Guangxi, Shaanxi, and Chongqing, exploring the historical roots of China–Vietnam friendship and witnessing the diversity of Chinese modernization.

On April 15, the two leaders met with youth representatives and Xi expressed three expectations: to strengthen friendship as “comrades and brothers,” to take on responsibilities with innovation and openness, and to contribute to building a community with a shared future for humanity.

The outcomes of the China–Vietnam summit were described as substantial, with a notable new formulation. Xi proposed “accelerating the building of a higher-level China–Vietnam community with a shared future.” From the initial concept of building such a community to accelerating and elevating it, this progression reflects a commitment to long-term direction and timely action.

Xi also stressed the importance of understanding the special strategic significance of China–Vietnam relations, noting that the leadership of the Communist Party is the fundamental feature and greatest strength of socialism. Safeguarding the socialist system and Party leadership represents the most important shared strategic interest of both sides. He emphasized the need to maintain high strategic vigilance and firm resolve, uphold confidence in their chosen paths, and ensure the correct direction of reform.

This emphasis on “strategic resolve” was also evident in Xi’s meetings with other leaders. Spanish Prime Minister Sánchez has visited China four times in four years, reflecting policy continuity and stability.
