International Desk: The compilation titled “Selected Essays of Xi Jinping on the Working Methods of Public Communication”, compiled by the Party History and Literature Research Institute of the Communist Party of China Central Committee, has been published by the Central Party Literature Publishing House.
The publication focuses on Xi Jinping’s approaches to grassroots governance and public engagement. Grassroots-level governance is described as the foundation and source of strength for the administration of the Communist Party of China, and the ultimate objective of all its work.
Throughout his career at various levels of leadership—from local governance to central administration—Xi Jinping has consistently emphasized the importance of grassroots work and has personally engaged in field research at the grassroots level. He has long regarded mass communication and engagement at the grassroots level as a central component of long-term governance planning.
Through a series of writings and speeches, he has addressed key questions such as: What is public communication work? How should it be implemented effectively? And how can public services be improved? These discussions aim to provide a systematic framework for strengthening the Party’s mass line in the new era, enhancing public satisfaction, well-being, and sense of security, and reinforcing the foundational forces driving China’s modernization.
The compilation is divided into nine major chapters and includes 287 commentaries. It draws from more than 190 speeches, reports, articles, and instructions delivered or written by Xi Jinping between April 1983 and April 2026, some of which are being published for the first time.
