Call for inclusion of Tajul Islam`s caretaker govt ideas in the constitutional reform programme

ABDUL KHALEQUE KHANDKER : Bangladesh became independent after the blood and sacrifice of millions of people. All people have equal rights in this country. After the mass uprising of students on August 5, the interim government took over the responsibility of running the country. The objective is to return the people`s country to the people. We applaud this.

However, Mr. Tajul Islam, an international political analyst and chief advisor of Asia Bani newspaper, is concerned about this.            
He called for the inclusion of some important proposals in the reform programme of the interim government.

His suggestions are very important. So they are presented here:

Mr. Tajul Islam said, “The caretaker government system should be brought back to the constitution within the reform program of the interim government. However, after the reform, the elected government will implement this caretaker government system. The caretaker government system should be brought back in the constitution in such a way that no subsequent government can abolish this caretaker government system, it should be written in the constitution. Mr. Tajul also said that the number of members of the caretaker government will be 15 people. Out of these 15 people, 5 members will be from the current government. There will be 3 members from the 2nd majority party and 2 members from the 3rd majority party. 10 people with this. Besides, 5 more members from among lawyers, businessmen, teachers, doctors, engineers or various professionals will be in the caretaker government. With this, the total number of members of the caretaker government will be 15 and their tenure will be 150 days or 5 months. That is, within these 150 days, they have to hold elections and hand over the responsibility to the new government. Out of these 5 months, the army will suppress terrorism and corruption from the front for the first 2 months and the caretaker government will create an environment for fair elections in the next 3 months. Also, if the post of parliament becomes vacant due to death or any other reason within less than 5 months of the completion of the term of the government, no by-election shall be held within less than 5 months to save costs. This issue should also be clearly mentioned in the constitution. He pointed out that in our country, the election is valid only if 1% of the votes are cast, changing the existing rule to make the election valid only if more than 50% of the votes are counted.  If the vote is less than 50%, the election will not be valid and should be clearly written in the constitution. 

Many people have already proposed that the Prime Minister or the President cannot serve more than two times, Tajul Islam said, "This is a good proposal and we also fully support it." Mr. Tajul said, Nobel laureate world renowned personality Prof. Dr. Muhammad Yunus is a trustworthy and competent person. The people of the country strongly believe that he will be able to complete the reform work quickly through his talent and activity and hand over the power to the people`s elected government through a fair and fair election."
 


Even after half a century of independence, there is still no political stability in the country. Farce and attempts to perpetuate power in the name of elections in the country have led to political violence, corruption and mayhem in the country. To eliminate this problem, there is a need for a permanent solution regarding elections in the country. Therefore, the responsibility of the interim government is to complete the reforms in the various institutions of the country and hold the election as soon as possible and thereby give the responsibility of running the country to the government elected by the direct vote of the people.

A system of governance should be ensured where `the country will be for the people but the people will not be for the country.` Currently, an idea is put forward that the country comes first. But this is a misconception. First of all, the people of the country are important. Because if people do not live, what is the use of the country? Therefore, whichever government comes to the responsibility of managing the country, it must first look at the interests of the people of the country. 

The country runs on the tax money of the people of the country. A beggar`s money is also used to run the country. How can the question arise? The answer is, a beggar buys a bowl for alms but the manufacturer has fixed the price of the product in such a way that the government tax money has to be paid to the beggar. This is how the country runs with people`s tax money.

However, it is everyone`s wish that the wealth of the country should return to the hands of the people of the country through the proper reform of the state machinery under the leadership of world renowned personality Dr. Muhammad Yunus. And it is the desire of the people of the country that no one can plunder the country by calling it his father`s property.
